7/6/2015 Attorney Dennis May called and stated he was undertaking due diligence on the Wright County Transfer Station on behalf of a large company. He already had the compliance history at hand, and asked the following questions (with my answers in parentheses). What is the basis of the prohibition of free liquids in the transfer station loads? (There is a Federal law, mirrored in the Iowa Administrative Code, that prohibits free liquids from being disposed in any landfill. So, the transfer station can’t take loads with free liquids because they can’t go in the landfill. Also, there is a DOT stipulation in IAC Chapter 321 that the contents of vehicles can’t be discharged onto public roadways.) What is the purpose of the 48 hour limit on holding waste at a transfer station? (567IAC106 requires that loads be moved out every 48 hours, not counting weekends and holidays. This is to prevent putrescible waste from becoming a nuisance.) DAVID MILLER
