5/7/2015 From: McCurnin, Mike [mailto:[email protected]] Sent: Friday, May 01, 2015 10:46 AM To: Gastineau, Janet [DNR]; Lynam, Anne [DNR] Cc: Water Production Supervisors Subject: LP Moon ASR - - Low Chlorine Event Janet/Anne: Yesterday afternoon during the start-up of the ASR @ LP Moon we had a period of time (approximately 45 minutes) with low chlorine (0.2 mg/l to 0.15 mg/l). My reporting intentions for 4/30/2015 is to report a minimum CL2 of 0.16 mg/l with 0 continuous hours below 0.3 mg/l. There is logic resident at the site to disable the pump if the Cl2 residual stays below 0.3 mg/l for 13 consecutive minutes. This logic was over-ridden by on-site personnel working to clear issues with the hypochlorite injector/quill. Investigative efforts and counseling on our part continue in regard to that decision making. Attached is what I consider relevant trending and process schematic for this section of our system. Water from this ASR does enter our distribution system, but it effectively has two destinations after it is blended with water w/in the system. Blended water either enters the suction side of Xenia Booster Station (where it is subsequently chloraminated) or enters our LP Moon GSR which feeds the LP Moon Pump Station (with integral re-chlorination equipment).
