2/23/2015	Mr. Keast asked asked about an emergency waiver to apply manure to frozen ground. Because the capacity of the confinement is less than 500 AUC, the prohibition against the application of liquid swine manure to frozen ground does not apply to manure from the hog barns at this site. I advised Mr. Keast to be careful.	DAN OLSON
