Dan O: Per a database note about a 2005 construction permit, the permit allowed the “Addition of a 30 crate farrowing room onto an existing farrowing building at an existing swine farrowing operation. Animal capacity of the operation is to increase from 2,084 gestate sows, 416 farrowing sows and 500 gilts to 2,084 gestate sows, 420 farrowing sows and 500 gilts.” Jay Moore: Hoping to build 1600 head gilt developer unit (GDU) there. What about Elite Pork Farrower #2 - #60743 in Carroll County, Wheatland Township, Section 26? Dan Olson: Per a database note about a 2005 construction permit, “An existing swine farrowing operation proposes to add a farrowing room on to the end of an existing farrowing building. There will be no increase in the animal capacity of the operation. The animal capacity of the operation after expansion will be 2,080 gestate sows, 420 farrowing sows and 500 gilts. $644 fee returned, need only $500 as not expanding animal numbers only pit size.” Jay Moore: What about Elite Pork Farrow 3 - #61075? Dan Olson: Per a database note about a 2004 construction permit application, the permit allowed the “Proposed construction of a deep pit gilt development/acclimation building 220'x51' with 8 feet deep concrete pit, for 500 head of nursery pigs and 630 head of development gilt/finishers, and animal capacity is reducing from 2658 to 2340 gestating sows, 507 to 450 farrowing sows, 585 to 190 gilts. After construction, animal capacity will be: 2340 gestating sows, 450 farrowing sows, 10 boars, 190 gilts, 630 finishers, 500 nursery pigs. The new gilt development/acclimation building is to be owned by OakLeaf South, LLP. and will be located in section 9, directly across the road to the south of an existing farrowing operation owned by Oakleaf Limited Partnership. The OakLeaf South, LLP. operation is under separate and distinct ownership from the Oakleaf Limited Partnership operation. Both operations are managed by Oakleaf Limited Partnership and are within 1,250 feet of each other. Therefore, the operations are adjacent and considered to be one operation, based on Iowa Code 459.301.” Jay Moore: We’re going to add a 50x60 extension to the nursery across the road and use it as gilt developer. Going to increase big animals and get rid of nursery pigs. Also, we put in a permit application in 2007 to double sow farm we bought from Halbur but never built the expansion. The facility ID # is 60939. Dan Olson: That would be NFP - Farm 913 - IA Sow 3. The construction permit from 2007 would be expired. Per CP-A2000-022, “The animal capacity of the operation after expansion will be 5760 animals (3360 nursery pigs, 1000 gestation sows and 305 farrowing hogs in the existing units, and 120 isolation gilts, 75 farrowing sows and 6 boars, and 894 gestating sows in the proposed buildings).” Jay Moore: There’s no nursery. Dan Olson: Okay, the current animal unit capacity only accounts for 2400 hogs over 55 pounds and the annual compliance fees paid have been $144 per year, which only accounts for 2400 hogs at 0.4 AU/pig and 15¢ per AU. It appears that the construction permit would have allowed them to build one but they never it. The construction permit would be expired at this point. DAN OLSON
