12/30/2014 On Friday, December 26, 2014 I spoke with Brian Ritland and Amber Gillmore with Pinnacle about a Notice of Violation (NOV) we sent dated December 15, 2014 for failure to submit a Manure Management Plan (MMP) by December 1, 2014. I explained Grand River Cattle was pulled up in a report of confinement sites with a MMP submittal due date of December 1st and we send out NOVs when they are late with their MMP Annual Update or New Original P-Index MMP. In this case we Grand River Cattle is an open feedlot but is required to submit a Nutrient Management Plan (NMP) every four years. Open feedlots for which a NMP is required are not required to submit an annual update. We put in the due date (month due) for Grand River Cattle in the Animal Feeding Operations (AFO) Database to track the due date for their NMP. I told Amber and Brian we had removed the NOV from the AFO Database and the Field Office Compliance Database (FOCD) and the NOV letter had been removed from the file. Amber requested a letter stating there was in fact no NOV and I sent a letter to that effect on 12/29/2014. BILL GIBBONS
