12/23/2014 Evans called about installing an “observation well” for use with a pilot RO system. He said that he had contacted Julie Sievers, FO3, and verified that a DNR guidance document related to temporary wells and observation wells was still valid. Evans emailed a copy of the document to me. Evans requested that I conduct a site survey within a couple days so that they could drill the well prior to receiving a construction permit (and possibly before the signed, completed permit application is submitted). Evans said that a permit request will be submitted to DNR WSE within a few days, but the project’s P.E. is not available to sign the application materials. After reviewing the situation with Jeff Vansteenburg, I stated that the intent of the guidance document is not to fast-track the installation of a PWS well without a construction permit. I stated that we (FO2) will do our best to conduct a site survey quickly, but FO2 will only do so after being assured that WSE has received all of the necessary application information and has given their approval to FO2 to proceed with the site survey. I also clarified that our site survey report will be submitted to WSE. We (FO2) will not issue the written approval for the site; that approval will be issued by the water supply engineer who is assigned to the project. Evans stated that they do intend to drill the well according to all PWS standards and obtain a construction permit, but he had previously understood that they could request an immediate site survey inspection from the Field Office and begin construction as an “observation well.” I suggested that he contact WSE to determine what can be done to speed up the process.
