12/5/2014 On 5DEC14 Jeff Vansteenburg and I sat in, via teleconference, on a meeting Cummins had requested with the DNR to discuss issues associated with the plant closing. Attending for Cummins were Alan Resnick - Corporate Environmental, Andy Arvin – Outside Counsel and Ryan Shaver – Plant Manager. Attending for DNR were Chuck Gipp, Cal Lundberg, Eric Wiklund, Sharon Tahtinen, Jeff Vansteenburg and I. Cummins has conducted an invasive investigation and found some petroleum hydrocarbons beneath the machine pits, and also found some TCE in the ground water beneath the building. They also found DCE in the ground water beneath the building and vinyl chloride in the ground water at the down gradient property boundary. Detections are in shallow ground water at about 12’ and the ground-water gradient is toward the southwest. They did a vapor intrusion investigation and found that indoor air was non-detect, but that there was TCE vapor beneath the slab. Source of the TCE is not known, but no soil source was indentified. TCE was not found in upgradient wells, so the source appears to be on the plant property. They plan to do off site investigations on City property. Cal Lundberg cautioned that it should be determined if this a RCRA Corrective Action project before it DNR would address it through the Land Recycling Program (LRP). Mr. Lundberg did go over some of the elements of the LRP but stated that DNR wished to review and discuss this matter further before committing to this approach. We discussed the NPDES permit and Cummins stated that they would request rescission of the permit when they closed. I also reminded them that they have a number of air construction permits that would require rescission. DAVID MILLER
