11/5/2014 Sharon Amundson called regarding the status of her complaint against Lehigh Cement alleging excess emissions from the kiln stack. I advised her that I had observed the stack the afternoon that her complaint was received and determined that the opacity from the stack was between 5 and 10 percent opacity. I told her that the opacity limit for the stack was 20 percent and therefore it was in compliance at the time of my observation. She said that emissions have occasionally still been causing her problems. She stated that her car has been coated with cement dust periodically. She wanted to know the status of the ESP. I told her that parts have been ordered and that the ESP should be repaired by the end of the year. She did not think they should be allowed to emit particulate from their stack. I advised her that a compliance plan had been approved by the Air Quality Bureau's Compliance Section in Des Moines. This plan requires 30 minute opacity observations twice a day. I told Sharon that I had requested copies of these reports after her complaint on October 16th. I had just received the reports. They indicated that, except for periods of startup and shutdown, the stack was in compliance with its 20% opacity limits. I also advised Sharon that the regulations state that excess emissions during periods of startup and shutdown are not violations per 567 IAC 24.1(1). I told Sharon that after ESP repairs are completed the opacity from the stack should drop back to levels below 5 percent. She seemed to be satisfied with this explanation. GLENN CARPER
