10/8/2014 On 10/08/2014 at ~1131 Mr. Arnold contacted the Field Office to discuss operator certification and submitting the MOR's. Mr. Arnold indicated that he was following up our conversation on 09/24/2014 regarding who could sign the paperwork while Mr. David Webb was on vacation. Mr. Arnold explained that they had talked with the two employees that were certified about signing the paperwork in Mr. Webb's absence. According to Mr. Arnold, neither employee is able to sign because of Union agreements. Mr. Arnold was informed that since this was more of a legal issue regarding contracts between the Union and MidAmerican, he would need to discuss it further with Laurie Sharp and/or Diana Hansen, DNR Legal Section. Mr. Arnold indicated that one option they were considering was to obtain an affidavit operator. Mr. Arnold was informed that by the time the affidavit forms were filled out and approved, Mr. Webb would be back from vacation. In addition, per the rules, both the operator and facility were to notify the DNR anytime there was a change in operators. Mr. Arnold was asked about the grade II operator from their plant in Souix City or Falls. Mr. Arnold indicated that the person from western Iowa had reviewed the MOR's and so had he, Mr. Arnold. It was suggested that since the other operator worked for MidAmerican and several people had reviewed the MOR, that if the operator was confident in what was being reported that they sign the paperwork.
