9/24/2014 On 09/24/2014 at ~0949 Mr. Arnold contacted the Field Office to discuss operator certification and submitting the MOR's. Mr. Arnold explained that their, MidAmerican Energy, operator, Mr. David Webb, would be going on vacation for a couple weeks and would be gone through the 10th of October when the monthly operating reports (MOR's) were due. Mr. Arnold wanted to know who had to sign the reports and if there was a list of consulting operators. As the conversation continued, Mr. Arnold mentioned that there was a grade II operator from one of their, MidAmerican Energy, other facilities that would be visiting during that time and would be willing to review the records. Mr. Arnold asked if that person could sign the MOR's. We discussed the situation and the various options as follows: 1. It was mentioned that the visiting operator being a grade II operator could review and sign the MOR's. 2. Mr. Arnold verified that the facility had grade I operators on-site. It was suggested that they designate one of these to sign for Mr. Webb. 3. Upgrading the grade I operators certification to grade II so that they would have a couple grade II operators available. 4. Discussed having the operator sign by putting his name and certification #; and they could indicate that the person was signing for Mr. Webb. 5. Discussed the development of a policy outling who would be the designate operator when the operator in charge goes on leave. As the call concluded, Mr. Arnold indicated that they would send a letter of this conversation with the MOR as documentation.
