9/11/2014	Hal Morton called the field office on Wednesday, 9-10-2014. The landfill lagoon is full due to receiving 5” of rain last night, and need capacity for predicted rain the rest of this week. The Des Moines County landfill has an active NPDES permit, effective 3-1-2013. Same situation as last July 2, 2014. I told him to go ahead and discharge enough to provide 2' freeboard; also to sample the discharge and provide results. P.S. - I looked at the MOR's and reviewed their emergency discharge of last July. All parameters were within limits except ammonia-nitrogen.	PAUL BRANDT
