4/17/2009	Called Dick regarding the manure spill at the site. He had initially suggested that manure applicator had spilled the manure during pumping of the basin. Manure applicator stated that he witnessed the flexible pipe pop out of the hard pipe when the lift pump turned on. I called Dick back and told him he would need to install permanent piping. He stated that that was the intention and that they had already replaced the lift station. I explained that he would need a permit for the pipe and should have had a permit to replace the lift station. He then asked if he needed a permit to take a dump in his toilet. I assured him that he did not. He stated he wasn't trying to be difficult and I suggested that he was, in fact, trying to be difficult. I told him I would send him a letter and include info on the permit.	ERIC WIKLUND
