8/5/2014	The plant was started up today. The ESP is at about 50% efficiency. The scrubber is fully functional with all three pumps running. They have started conducting the Method 9 opacity observations. They will conduct two 30 minute observations each day; one in the morning and one in the afternoon. Perry said that he will conduct the weekday readings. He said they have several certified readers at the plant. They will set up a schedule for the weekends. They will call in any excess emissions as normal. Perry anticipates it could be 6 weeks or more before the parts will come in for the ESP repairs.	GLENN CARPER
