8/4/2014	Perry called to let me know that Lehigh's corporate office and the Air Quality Bureau (AQB) had worked out a mutually agreeable plan to allow startup of the kiln with the damaged ESP and no COMs unit (it was damaged by overheating as well). The first two fields of the ESP will be patched temporarily until permanent repairs can be made. The third field was not as severely damaged. Lehigh will conduct daily Method 9 observations to ensure that the Main Stack stays below 20% opacity. This program is to be followed until Lehigh shuts the system down to effect the permanent repairs.	GLENN CARPER
