7/1/2014 Cliff called to report/ask me about a situation they're running into involving the flooding from all the recent rains. In one of their newly issued construction permits, (13-A-150) for a gas engine they have a limit of operating hours between 6am and 10pm....however, their pumps kicked on at 10pm last night to keep their coal pile area from flooding, and the pumps haven't shut down. I told Cliff that it's not necessarily an excess emission situation, but he needs a variance from the permit condition and due to the situation (flooding) a variance would likely be issued.....although he needs to talk to Dennis Thielen or Reid Bermel from the AQB's Compliance Assistance Section.
