6/11/2014 Brian, As we discussed this morning, the facility intends to complete the dredging of the anaerobic and previously aerated cells. The dredged material may be stockpiled in the other lagoon cells at the facility until such a time that the material is destined for land application. It is anticipated that the facility will seek a new land application permit from the department, but there may also be a time where the material is land applied at a rate of less than 2 dry tons per acre and in accordance with the conditions of 567 IAC 121.6(455B). Our records indicated that the two anaerobic cells were completely dredged and the aerated cell was 80% dredged in 2003. Land application of the solid waste (industrial sludge) was authorized under Industrial Sludge Land Application permit #86-SDP-04-02P-LAN issued to Iowa Quality Beef Supply on 12/6/2002. That permit expired 12/6/2003, and was not extended. The previous facility also had a solid waste land application permit for disposal of the dewatered paunch and manure generated at the site. I believe that permit expired some time in 2006 and has not been extended or reissued. The attached document was generated following a file review to determine if we needed to require the remaining dredging to be completed. If you have any questions, let me know.
