5/30/2014	Mr. Doidge owns 40 acres of Burr Oak timber that slopes to a property line shared with the Maschhoffs Lincoln Finisher site. Soil was barrowed from near the property line to create a level construction site for the AFO. Mr. Doidge stated that there was a 60 foot vertical wall in loess soil 25 feet from the property line. I explained that there would be a setback to a residence, well, stream, business, or the right-of-way from the confinement building, but there is no setback to a property line in the AFO rules for the building or the excavation. Mr. Doidge was upset about state preemtion of local regulations for AFOs. I checked with Matt Pitt at Harrison County and learned that the county does not have any regulations regarding the excavation at this location. I placed a return call to Mr. Doidge and advised him of such.	DAN OLSON
