Regarding the lead service line, it is totally dependent on their local plumbing ordinances. Some cities require any LSL if found to be replaced, others don’t. We have no requirement for replacement unless the system is in lead service line replacement mode under the lead & copper rule, and no one is in that category at present time. So – long answer, no! 3/18/2014 Brandon wondered if lead service line that is exposed during a main break is required under the new Act to be replaced. I sent him the following email: From: Gastineau, Janet [DNR] [mailto:Janet.Gastineau@dnr.iowa.gov] Sent: Monday, March 17, 2014 12:23 PM To: Osceola Water Works Subject: lead service lines The way I read the Act, if the lead line is only exposed and no repair or replacement is required then the new legislation would not apply. When repairing and returning products to service, Section 1417(a)(1)(A) Prohibits the use of items that are not lead free “in the installation or repair” of any PWS or any plumbing in a residential or non-residential facility providing water for human consumption. If you decide to replace, the entire unit would need to meet 0.25% lead content or only components being replaced would need to meet the 0.25% lead content; this assumes that all component parts being sold separately meet the 0.25% lead content.
