3/6/2014 I went to a project kickoff meeting of the Northwood Ag Products fire cleanup project on 6MAR14, at the incident location. Attending were Steve Eastman and Tim Berge for Northwood Ag Products, William Breitzman and Dave Cleary for Terracon (consultants to Northwood Ag Products), and Ryan Johnson for Clean Harbors (remediation contractor). We discussed wipe testing the metal vs. spray cleaning it, and Mr. Eastman decided that the metal would be washed prior to leaving the site as scrap. Project logistics were discussed, and the plan is to pull the vehicles and larger pieces of metal out from the fire zone, and store them in a nearby building until it becomes warm enough to pressure wash them. They had set up a containment zone in which they will wash the metal, and they will also put a roll off box into this containment and fill it with snow and ice from the fire area. When it melts the water will be containerized and properly disposed. There were two restrooms in the burned building that connect to the City sewer, and I advised them to find those drain lines and plug them so no contaminated water drains out that way, and then they should work with the City for proper abandonment of the lines. We agreed that some runoff issues might arise when a thaw comes, but the group had a good understanding that all reasonable measures must be taken to prevent infiltration. I also noted that, unless there was compelling evidence that no soils were impacted, a surface soil sampling program might be required to characterize impacts to soil, particularly on the west side of the building. There was an adjoining building which was damaged by the fire and will be torn down. I advised the group that this would require the standard asbestos inspection and 10 working day notice to DNR, and the Terracon indicated they were familiar with this process. We discussed the floor slab of the building and I indicated that, once it was properly cleaned, it could be broken up and treated as unregulated rubble. DAVID MILLER
