2/11/2014 0900 hrs: Spoke with Adam Prillip, INS, consultant for Rembrandt Enterprises, regarding the manure storage structure wash water issue. I explained that I had contacted FO3 and they have neither documentation nor recollection of granting "approval" to Rembrandt for the land-application of this water, as Rembrandt had informed him. I additionally explained that my opinion was thus: manure-contaminated water is considered manure by IAC definition, Rembrandt - Thompsen is an MMP facility (63,760 AUs), and their 200A (in effect their MMP) license is specific to the dry litter. Therefore, it is my opinion that land-application of the wash water should be covered by an actual MMP. I explained that I have contacted a DNR AFO attorney for his input, but have not heard yet. I further explained that I am attempting to get a definitive departmental resolution to this issue that will be applicable and consistent for all Rembrandt's facilities, regardless of DNR region. I stated that we really needed samples of the wash water so we know exactly the type of nutrient content we are dealing with. Adam stated Rembrandt will be sampling wash water from one of their facilities soon, and he will provide me with the results. He further explained that Rembrandt can store the wash wash water in tanks until probably late summer, so there will be no need to land-apply until they know exactly what the DNR wants.
