1/31/2014	The Mitchell County CCC has an above ground tank, approximately 100 gallons, that they use to store use oil brought in for disposal. This is not required to have secondary containment, but DNR has recommended it as a voluntary initiative. Mike Melman from Osage called me on 31JAN14 and said he had been hired to build such containment, and wanted to know what the “specifications” were. I advised Mr. Melman that the only requirement was that the secondary containment hold 110% of the volume of the tank, and he could design it any way he wanted. I also recommended that a drain and stopcock be put in to allow rain water to drain, but that the valve should be kept closed except when an attendant is draining the area.	DAVID MILLER
