12/31/2013 Brian Ritland with Pinnacle called with a question about NMP requirements and I sent him the following E-mail in response: Brian, You and I spoke yesterday about Grand River Cattle Company (Facility ID 60056) as to whether they needed to include fields in their Nutrient Management Plan (NMP) for Manure sold or given (transferred) to parties who took the manure to apply on their own fields. They do not have to include these fields in the NMP however they are required to provide the recipient (buyer/taker) of the manure with the most current nutrient analysis, and the facility must retain for five years records of the date, recipient name and address, nutrient analysis and approximate amount of manure transferred to another person. A nutrient analysis of the manure for N and P must be done annually (see rule and permit citations below). 567—65.104 (455B,459A) NPDES permits. 65.104(9) Permit conditions. c. Large CAFOs—transfer of manure, process wastewater, settled open feedlot effluent, settleable solids, or open feedlot effluent. Prior to transferring manure, process wastewater, settled open feedlot effluent, settleable solids or open feedlot effluent to other persons, a large CAFO must provide the recipient of the manure, process wastewater, settled open feedlot effluent, settleable solids or open feedlot effluent with the most current nutrient analysis. A large CAFO must retain for five years records of the date, recipient name and address, nutrient analysis and approximate amount of manure, process wastewater, settled open feedlot effluent, settleable solids or open feedlot effluent transferred to another person. From the NPDES Permit – Section V: Monitoring Section Manure must be analyzed a minimum of once annually for nitrogen and phosphorus content. Please let me know if you have any questions.
