12/19/2013 Discussed solid waste land application report. Travis, Thanks for the report. The only other piece of information that may be useful would be to include the information used to determine the appropriate agronomic crop uptake rates to compare to the application rates. There is a brief mention of the total tonnage of material that could be applied per acre, but I’d like to see it broken down to the allowable rates for N, P, and K. Based on the total tonnage figure, it is well below the agronomic rate but the nutrient rates would make for a simple comparison to demonstrate that application didn’t exceed the uptake rates. Was a permit ever obtained for the land application of the sludge (solid waste)? The only reason I ask is that no permit is required if application rates are under 2 dry tons per acre, but over that a permit is required. It appears that the material was applied at an average of 2.5 dry tons per acres, which would require a permit even if applied at a rate below the agronomic rate. If a permit was issued, please reference it in the final report. If not, I will likely generate a letter documenting that and reminding the facility to either obtain a permit or keep the application rate below two dry tons per acre. Then the project can be closed.
