12/3/2013 Continued: I then explained that a possibly more attractive option would be to submit an MMP for the washwater. I explained that the facility already submits annual compliance fees, even though their 200 A license is, in effect, their MMP. Since the addition of the washwater is not an increase in animal units, their annual compliance fee would be the same. In short they would simply be submitting a copy of their current 200A license to cover the dry manure, an MMP to cover the washwater, and the same compliance fee, on an annual basis. I briefly explained the requirements of an MMP for the washwater and stressed that, should the facility choose this option, they should contact this office with any questions. TRENT LAMBERT
12/3/2013 Continued: I explained that there were two viable options for handling the washwater, which would be considered manure even though the actual manure content would be minimal. I explained that since they have an NPDES permitted waste water treatment facility on-site, it might be possible to run the washwater through the treatment facility. However, this would require a permit ammendment; which, according to permit writer Wendy Hieb, would necessitate a nutrient analysis. This, in turn, would require the permit ammendment be put on public notice, which would go directly to the Iowa Environmental Council who, according to Wendy, vehemently opposed the recent issuance of the facility's renewed NPDES permit. Additionally, sampling of the washwater would be needed to determine if the addition of it would overwhelm the treatment capabilities of the treatment facility. TRENT LAMBERT
12/3/2013 0934 hrs: Spoke with Adam Prilipp, with I & S Group, who is working with this facility. Adam had originally emailed a question to Chris Gelner in FO1, who referred it to me. Adam explained that the facility sells all dry manure under an IDALS 200A license. However, they would now like to begin wet-washing the barns after all dry manure is removed between flocks. According to Adam, the facility has added washwater storage tanks to contain this water, which they would then like to land-apply on-site. According to Adam, the maximum washwater accumulation would be 12,000-gallons per year over three washings. Adam wanted to know how the facility should handle the washwater. TRENT LAMBERT
