From: McDonald, Debra [mailto:[email protected]] Sent: Friday, November 15, 2013 10:06 AM To: Miller, David [DNR] Subject: FW: Central Disposal - Spray Irrigation Field Question Good morning David – Please see the emails below regarding whether we need to grab soil samples from the spray irrigation area this fall. Steve Williams from the Des Moines DNR office suggested I check in with you, too. As I pointed out to Steve Williams, Central did not spray any leachate during 2013. We did take soil samples in the spring and were prepared to follow through with fall samples, however, since we did not spray anything, we thought it worth exploring the ability eliminate fall sampling this year and resume sampling in the spring. As Steve points out the permit could be read such that a fall sample would not be required if no leachate was applied the previous crop year. I would simply continue to document there has been no spray irrigation in the monthly reports and could also document no sampling necessary until prior to resuming spray application. Would you concur with this approach? From: Williams, Steve [DNR] [mailto:[email protected]] Sent: Thursday, November 14, 2013 11:29 AM To: McDonald, Debra Subject: RE: Central Disposal - Spray Irrigation Field Question Deb, the current permit requires testing of a saturated soil extract for sodium absorption ratio (SAR), conductivity and exchangeable sodium percentage (ESP) once each spring prior to wastewater irrigation, preferably in April, and once each fall after irrigation is completed, preferably in October. I think the permit can be read such that a fall sample would not be required if no leachate was irrigated during the previous crop year. I suggest you contact our Field Office about how to report and what documentation they would like to see so that the landfill does not show up in non-compliance for failure to sample or report. We did sample the soil this spring. Would it be possible to wait until next spring to sample? Certainly would need to get done before any spraying were to take place next summer. Thank you for considering this request. DAVID MILLER
