11/8/2013	Mr. Kelly asked if the solids that have accumulated in their 20 year old earthen basin could be dug out and land applied after the liquids are pumped and land applied. Mr. Kelly stated he planned to incorporate all of the applied manure. Mr. Kelly stated he was aware of the separation distances and general requirements for manure application procedures, but wanted to make sure it was OK to remove the solids from the basin. I consulted with Scott Wilson (FO2) and then called Mr. Kelly back and left a message. I explained to Mr. Kelly that he could dig out and land apply the solids, however I strongly recommended that a layer of solids be left to ensure that the digging activities do not compromise the earthen basin in anyway.
