9/24/2013	Mark Mathias called on 9-24-2013 with an update. They had to do some rebuilding of the cooling tower so the process took longer than expected. They just did the biocide dosing this past weekend instead of a week earlier as originally planned. They tested for the biocide this morning and it was <10 mg/l. (the detection limit is 10) They have calculated a dilution ratio of 29:1 for the stream going to the Mississippi River, so assuming the concentration to be 10 mg/l, it would be diluted to 0.3 mg/l by the time it discharged to the river. Based on this, they started discharging to the river today.	PAUL BRANDT
9/24/2013	On Friday, 9-13-13, Mark Mathias called from the Monsanto plant, south of Muscatine. He was asking about the temporary use of a biocide in a cooling tower. After some back and forth with him and Wendy Hieb and reviewing the MSDS, I approved a "one time discharge" for the material. Refer to the attached letter for details.	PAUL BRANDT
