7/9/2013	Tom called to inform the FO that he had a water leak over night and his manure storage tanks are full. He needs to land apply manure but cannot with his fields already planted. He would like to apply on a neighbor's land that is not currently in his MMP. Soil samples have already been taken but results are not in yet. I gave Tom permission to apply and to add the field to his MMP as an emergency application field. I also asked that Tom submit a letter to this office outlining what took place.	CHRISTOPHER GELNER
