6/10/2013	Laura called to discuss the culvert on the northeast corner of the landfill. She believes that the culvert is not on the landfill property and is in the DOT right of way area. I told her that I knew the creek/drainage way comes from the road ditch and that it appeared that sediment from the gully (on the loandfill site) entered that same creek and plugged the culvert. I told her that regardless, the landfill needs ot make sure all sediment is caputred on their site. I recommended a silt fence be installed at their property line. Laura also indicated that the Winters' have been contacted via attorney regarding the litter, but permission has not been granted to the city (supposedly) from the Winters' to enter onto their property to clean up the litter.
