6/3/2013 1126 hrs: I received a call from Jeremy Smith, who explaiend that he had just received a call from Wright County Supervisor Stan Watne. According to Jeremy, Stan was unhappy about flies from the East Layer Site impacting his residence over the weekend. Stan allegedy told Jeremy he was going to call the DNR about the matter. Jeremy asked what, in addition to their existing fly control procedures, they could do. He explained that they monitor each barn once per week by walking the length of the building with a fly tape. If caught flies exceed a threshold number, they then treat that barn as necessary (i.e. traps, fogging, etc.) to the extent necessary (i.e. daily if needed) until the fly population falls below the threshold again. Jeremy stated the FDA watches them like a hawk, and has approved their fly control program. I explained that the DNR does not regulate flies and it sounded like they were taking reasonable measures to control the flies. I further stated that if the FDA approves of their measures, I had no further advice for him. I then explained that if Mr. Watne's complaint was in regard to flies originating from a manure stockpile, land-application, etc., we could possibly check into the matter; however we would only be able to enforce stockpiling or land-application regulations, not the flies themselves. Further, if Mr. Watne's complaint was simply regarding flies originating from a facility itself, as appeared to be the case, we have no authority with which to address the matter. I informed Jeremy that if Mr. Watne does, in fact, contact the DNR, he will be informed of the same. TRENT LAMBERT
