5/3/2013 Hal Morton called the field office on Monday, 4-22-2013. With all the rain last week (6" over most of the region) the lagoon is nearly full. Need to discharge because the evaporator is not running and cannot haul to the WWTP because of flooding on the Mississippi. Test results from a month ago are BOD = 12, TSS = 480, NH3 = 23. I told Hal I would have to look at his permit and call him back. The facility has a new permit, renewed on 3-1-2013. TSS and NH3 are over the limits. TSS should settle down because the lagoon is all stirred up form the rain. NH3 may improve because he has been running the aerators for a month now. Permit prohibits discharge if Flint River flow is less than 10 CFS. It is way above that presently. I called Hal back and told him to discharge just 2' and then if he gets good test results he could continue with discharging. PAUL BRANDT
