5/1/2013	Kossuth County Engineer Doug Miller emailed with a question. Flint Hills Algona Asphalt Terminal has a small quantity of lead-based paint chips which they say passes a TCLP test and should be able to go to the Central Disposal landfill in Lake Mills, but Waste Management has special testing requirements and it apparently will be just cheaper and easier to dispose of it out of state as a hazardous waste. Mr. Miller wanted to know if the DNR allowed this, and I stated that as long as it was going to a facility which was permitted to accept the waste, DNR had no objection.	DAVID MILLER
