4/23/2013 Cindy – The (expired) permit says Topcoat and the staff be “trained by the manufacturer, or someone who has been trained by the manufacturer”. At this point, it will be satisfactory if you review the Concover application process and ensure that the ADC is functioning properly. You can tie up the loose ends on the paperwork when the permit gets renewed or put it in the DOP. They can also use wallboard or fly ash from AGP in Eagle Grove if mixed 50/50 with soil. Both those waste streams are coming in there on a regular basis, but they are not using them as ADC. The County showed them how to operate the machine. They were practicing today. I will be up there tomorrow to see how they are applying cover. Did you have specific training that you wanted?
