4/9/2013 Christine Richter from Barker Lemar Engineering called me on 9APR13 and stated that she was on her way to meet with Board members of the NCIRSWA Landfill to interview to become the site engineer, and/or an outsource interim manager of the facility. She asked me about the current compliance status of the facility. I shared information currently available in public documents with Ms. Richter, including the following: DNR is concerned about the schedule of the expansion design, because it is not clear if there will be sufficient time to design, permit, bid, construct and certify the new cell before the currently-permitted airspace is used. Someone needs to run a critical path analysis and determine the timeline and, if necessary, develop a contingency plan if it is not assured that the cell will be ready in time. The current SWPPP does not include any of the significant earth work taking place. Someone needs to determine if additional stormwater controls are needed, develop a comprehensive stormwater management strategy, and update the SWPPP. At least some landfilling has occurred outside the lined area since 2007. It must be determined how much has occurred and precisely where, and then response options must be evaluated. Ms. Richter asked about the status of the ground-water monitoring program and I indicated that statistically significant indicators had triggered Appendix II sampling, and that there had been some confusion with the current consultant about what, specifically, needed to be done.
