4/8/2013 NCIRSWA Board members David Fierke (Fort Dodge City Manager) and Greg Koch (Fort Dodge Public Works Director) called on 8APR13 to discuss the compliance issues at the landfill. Jeff Vansteenburg sat in on the call. They stated that Mike Grell was no longer a Co-Director, although he remains employed at the landfill. I explained that DNR remains concerned about the schedule because we have not yet seen an expansion design which was close to approval, and our perception is that there may not be sufficient time to construct this year if the design is not submitted soon. I recommended that they designate a project manager who could do a critical path analysis and get control of the schedule. I went over the stormwater issues and recommended that they have a qualified engineer look over the current situation and implement the requisite stormwater controls immediately, and then they must develop an overall stormwater management strategy and update their SWPPP. We discussed whether they were filling in the southeast lateral expansion or, as DNR suspected, filling in an unlined area. They indicated that their “wet weather” working face might be “a few feet” outside the lined area. They asked what would the DNR make them do and I indicated that if it was a few feet, it shouldn’t be too hard to move the waste into the lined area. I reminded them that they owed DNR a specific survey including a volume estimate by April 16th. We discussed compliance issues and I stated that they must use the litter control devices, pick all off-site litter every day, and use daily cover. They indicated that they would seek some outside assistance to get these issues under control. I asked if they still wanted DNR to attend the next Board meeting on April 17th, and the indicated that, tentatively, yes, but they would confirm later in the week. DAVID MILLER
