11/20/2012 Green Plains is required to test the TO & RTO annually for VOCs and HAPs. Additionally the RTO must be tested annually for NOX. There must be a minimum of 6 months between tests. The construction permit for the RTO was amended in July 2012 to allow greater flexibility in venting various equipment. The TO permit was amended in September 2012 to reflect these same changes. The amended permits for both units also required that they be tested for CO within 180 days of completion of the project. This would mean that both the TO and RTO would have to be tested for CO in January 2013. The TO was last tested in January 2012 so this requirement would not create a conflict. However, the RTO was last tested in September 2012; the requirement to have 6 months between tests would mean that it could not be tested again until April 2013. Mr. Wester wondered if it would be possible to test both the TO and RTO in January 2013 and every January thereafter. I told him that I had no problem with this, but because of the language in the permit a variance from the AQB might be necessary. I told him to contact the DNR stack test section to see if a variance would be required. GLENN CARPER
