8/29/2012 Dave Minikis of MER Engineering called me regarding my transfer station inspection report which required that the SWPPP be updated. There was confusion regarding whether I was requiring the Stormwater GP#1 be updated or just the SWPPP. I recapped the history of the issue, stating the original GP#1 covered the landfill when it was open, but the landfill closed and the permit expired. In 2011 they did some extensive grading on the landfill and I required them to get a GP#2 for that. Then they wanted to store appliances outside at the transfer station, for which they needed a GP#1. I then recommended that the Kossuth County Engineer convert the GP#2 to a GP#1 which covered both the landfill and the transfer station. This way they could store appliances outside and could conduct landfill maintenance as they saw fit. This was done. I stated that the current GP#1 did not require a revision, rather the issue at hand was that the SWPPP covered only the landfill activities but not the transfer station activities. Therefore the SWPPP needed to be updated to include the activities at the transfer station. Mr. Minikis stated that he understood. DAVID MILLER
