7/3/2012	Discussed EB inspection last week. Stated that he plans to kill off the weeds on the inner berms and reseed with grass this fall to help stop erosion. He left the weeds as he figured it was better than bare berms in the mean time. He also plans to repack the area under the inlet pipe in the NW corner of the south cell and replace the riprap. I recommended extending the pipe a little further and using slightly smaller chunks of concrete. He said he'd get out and fill any burrows he can find now and then will inspect again after killing off the weeds this fall. We also discussed his quarterly gw monitoring. He said that it is done by the coop in Sioux Center each quarter and they've sent the results in to DM. I requested that a copy be sent to Spencer for our files as well. He has two years of data, but has not gotten any response from DNR as to whether to continue, discontinue, or modify the sampling. Also discussed whether or not to obtain an NPDES permit. I informed him that at his current size, a permit is not required. However, he does need to ensure that he is settling the solids from the open lot areas (2 dry lots and 65 calf huts) and that he does not cause a water quality violation. Since the runoff would flow into the road ditch, he needs to ensure that there is no discharge to a water of the state (about 1/2 mile to the west).	SHEILA KENNY
