6/4/2012	Keith called to report that the plant went down for 10 minutes due to a power outage. There were no excess emissions because everything was down. However, the Thermal Oxidizer temperature dropped. Keith wanted to know if a deviation report had to be submitted. I called him back and left a message stating that the temperature deviation would only have to be reported if the 3-hr average falls below the lower target temperature of 1515 degrees F.
