6/4/2012 Mike Grell called on 4JUN12 and said that Koch Nitrogen (Duncombe) will be blasting the paint off a big vessel and will be generating a quantity of lead paint residue. Mr. Grell wanted to know if he could take it at the landfill and did he need a Solid Waste Authorization (SWA)? I advised Mr. Grell that Koch had to run a TCLP test on the paint residue and, as long as the extractable lead concentration was below 5 mg/l he could take it at the landfill. If the extractable lead concentration was equal or greater than 5 mg/l, it was a characteristic hazardous waste and he could not accept it. I informed Mr. Grell that the SWA is a service DNR provides to help landfills ensure the waste streams they accept are compliant, but it is not a requirement. In this case, if he wanted DNR to review the results of the TCLP test and provide written SWA approval, we would do so, but he is not required to do this. I advised Mr. Grell to maintain a copy of the TCLP test results on file if he did accept the waste. DAVID MILLER
