3/19/2012 A question was forwarded from EPA - I had a question regarding the air quality of a scrap yard in Waterloo, IA. I live north of A-Line Iron & Metal 1500 David Street Waterloo, IA 50703. When the wind comes from the south my property gets a brown dust that sparkles in the sun. Is this dust harmful to me and my family? Thank you. My response - I would imagine that as with any particle, if it's small enough to be respirated into your lungs, it could cause damage. However, if they're visible, the particles are likely to be too large to be respirated into the lungs themselves. The body's defenses are designed to keep larger particles out of the lungs. As for whether the material itself is toxic, I can't assist you there. You may want to contact your local public health department to see if they have information on the material that is blowing across the property and what toxicity it may be. On another level our department has rules about fugitive dust. Reasonable precautions are required to prevent emissions from crossing the lot line. The emissions have to be visible at the lot line to be considered a violation. However, this rule falls under our "minor" air funding which we have exhausted for this state fiscal year. If you would like to file a complaint concerning fugitive dust, we should have more monies to handle such complaints starting July 1st if you would like to submit a complaint at that time. CLARK OTT
