3/12/2012	Keith called to report that it took them a few extra minutes to change out the chemical totes for the scrubber additive because a part broke and they had to replace it. He said it took only a couple of extra minutes. We discussed if this had to be reported as an excess emission. I told him hat taking a couple of extra minutes to switch totes would not constitute an excess emission incident and that he did not have to report these types of events.	GLENN CARPER
