2/28/2012	In the report for my 2FEB12 inspection, I indicated that this facility needed to get a Storm Water Discharge General Permit #1 if they wanted to store undemanufactured appliances outside. Milt Owen wrote back and stated that Clay Swanson had told him fours year ago that such a permit was not required, because the facility drains to an old quarry and there is no discharge to surface water. I checked the files and spoke with Joe Griffin and, if indeed there is no discharge to surface water, this permit is not required. I spoke with Mr. Owen on 23FEB12 and acknowledged this, but indicated that I needed to document the “no discharge” assertion so that we had justification in our files for this special case. Mr. Owen indicated this was fine. I will return to the site on an appropriate day when conditions would allow this determination to be made.	DAVID MILLER
