2/15/2012 E-mail communication to Mr. Buckingham re: As we discussed yesterday, this system is currently unable to maintain adequate disinfection residuals within the distribution system. For your reference, a minimum free chlorine residual of 0.3 mg/L or a minimum total chlorine residual of 1.5 mg/L must be continuously maintained throughout the distribution system except for those points that terminate in dead ends or are very low use areas. During yesterday's inspection, it was noted that the chlorine chemical injection pump was maxed out. For your reference, chemical feed pumps should be set at a feed rate that is no lower than 20% of its capacity. Operation in the middle third of the range is recommended (Recommended Standards for Water Works 5.0.3.g). Sampling conducted by the department on 06/15/2009 yielded 0.78 mg/L of ammonia in this system's raw water. Please be advised that it takes approximately 10-12 mg/L of chlorine to oxidize every 1 mg/L of ammonia. Again, your chlorine chemical feed pump is maxed out at 10 mg/L of chlorine. Additionally, People Service staff noted that chlorine testing indicates that free chlorine is currently not available in the distribution system (i.e., free chlorine testing results drift higher as time passes). Therefore, the chlorine chemical feed pump may not allow People Service staff to completely oxidize all of the ammonia present in the water and subsequently produce free chlorine in the system. It is recommended that I29 Hwy 2 SID LLC determine if a larger chemical feed pump is necessary. There may be other issues affecting the ability to maintain an adequate chlorine residual in the distribution system. For example, it is unknown as to the last time the elevated storage tank was inspected and cleaned. Significant deposits of iron and manganese can consume chlorine. It is recommended that the interior of the storage structure be inspected at least every two years. For your reference, raw water testing conducted by the department yielded 10 mg/L of iron and 0.46 mg/L of manganese in the raw water. Also as we discussed yesterday, I will be unable to produce a written report in a timely manner since I will be recovering from a medical procedure. Since this is considered a significant deficiency, it must be addressed quickly and prior to my ability to issue a formal report. I-29 Hwy 2 SID LLC must determine why the system is unable to maintain adequate disinfectant residuals and take appropriate actions to resolve the deficiency. I-29 Hwy 2 SID LLC must maintain a minimum free chlorine residual of 0.3 mg/L or a minimum total chlorine residual of 1.5 mg/L throughout the distribution system and submit documentation of such to the department by March 15, 2012. Follow up via e-mail communication is satisfactory as I will be monitoring my messages throughout March. KEITH WILKEN
