1/10/2012	1500 hrs: Tom Weaver called and he explained that he hadn't hauled manure after the 21 DEC deadline for winter application rules (he had called previously stating he might); but that he intends to haul next week if the ground firms-up enough. I re-iterated that if there was no snow, the snow-covered ground rule doesn't apply and he can legally haul manure. However, I stated if he has to haul again between next week and 01 APR 12, he needs to contact us as the ground could very well have snow cover and/or be frozen at that time. He also stated he has a loafing shed in a 300-head open lot that he needs to re-skin this summer because the original shell (circa 1950) is shot. He wanted to know if there were any regulations he needed to worry about. I stated he didn't have to do anything with DNR to simply re-skin a loafing shed in an open lot as it isn't a confinement, he isn't increasing capacity of lot, etc.	TRENT LAMBERT
