We are requiring chlorine room to have separate switches for light and fan. Oskaloosa had asked if a variance was possible for separate light and fan switches without formally requesting a variance. Pasted below was my response. I will check with the engineer to see if it has been corrected (including shower in the fluoride room). From: Veerabhadrappa, Taroon [DNR] Sent: Monday, April 18, 2011 11:44 AM To: Jack Pope Subject: RE: report from Oskaloosa WTP visit Jack, I talked to OSHA and it is my understanding that eye wash/shower needs to be in the fluoride room. The requirement that separate switches be provided for light and fan is to first turn on the light and make sure there is no leak in the chemical room. If no leak is visible then the operator is supposed to turn on the exhaust and enter the room. In some instances, it may not be advisable to turn on the exhaust immediately if they is a major leak and vent all the fumes to nearby buildings/houses. Hence based on my discussion with OSHA and Dennis, variance for this may not be possible. Also, it’s my understanding the SCADA system shall NOT allow for running exhaust fan without first making sure there is no leak in the room. We do not want someone running the exhaust and venting all fumes nearby without warning, if there is a major leak in chemical room. JANET GASTINEAU

As far as the sodium chlorite storage goes, I am waiting to hear possibly from one other staff person. Do you have fire suppression in the basement? This was one of their questions. They also need a signal light for the fan operation if they have switches at both locations. You don’t want to have the fan turning on before you can see into the room to make sure there’s not a gas leak. They could probably get by with a light switch at the interior window (to look into the room prior to going in) and then a fan switch at the door for turning on before they enter. If there is a window in the door, then they could also have a light switch at the door, but if they can’t see into the room before entering because there’s no light switch, that’s a problem. Also, as it pertains to separate switches for lights and fan for the gas chlorine room—currently they have a security fob that opens the door. When the door opens the lights and fan go on. When they leave, they push one button to turn off the fan and lights. They are proposing to continue to have only the fan come on when the door opens and add a switch for lights. Is this adequate? I am seeing more doors do the lights/fan operation. I think this is the way it was on the new chlorine room in Oskaloosa. JANET GASTINEAU
