9/13/2011 On 09/13/2011 at ~1333 Mr. Webb called to discuss monitoring and who was required to do it. Mr. Webb indicated that he had been readin ghte rules that it was his understanding that per the rule only a certified operator could do the daily monitoring. It was explained that the operator in charge could authorize someone who was not certified to do the daily monitoring as long the operator in charge was confident in the person's ability to perform the required test and record the results. Mr. Webb explained that currently he is providing oversight or acting operator in charge for the Louisa Generating Station. The issue is that one of the onsite operators will be on vacation and the other maybe on jury duty. Therefore, there will be no ceritifed operator on site during that week, which would require him to drive to Louisa. However, the chemist who will eventually take over once she can get certified is there. It was suggested that if he was confident in her abilities she could take do the daily chlorine residuals. Mr. Webb was asked why she wasn't ceritifed. He explained that she had to wait a year before taking the test. It was suggested that they contact Laurie Sharp to see if they could at least get her certified as a grade I. As a chemist, her education might meet the minmum requirements to take the test. Mr. Webb indicated that he would look into it. Mr. Webb was informed of a letter that a letter was written in 2004 regarding operator certification and who was allowed to operate the plant. Mr. Webb indicated that he would check their files. I called Mr. Webb back after researching the Field Office files to inform him that I had found the letter, and that it was dated 01/24/2004; and had been sent to Robin Fortney.
