8/25/2011 Spoke with Joe Griffin on 22AUG11 regarding storm water permitting at this facility. He stated that Transfer Stations are required to have a Storm Water General Discharge Permit #1, UNLESS they send the waste to their own landfill. Mr. Griffin doesn't understand why it would make a difference which landfill it went to once it left the property, so has not been requiring any Transfer Stations to get a Storm Water General Discharge Permit #1, and he told Doug Miller as much. We discussed storing undemanufactured appliances outside and Mr. Griffin agreed that if they do this they would need a Storm Water General Discharge Permit #1. DAVID MILLER
8/22/2011 I had left a message on 19AUG11 with Doug Miller, Kossuth County Engineer, to have him call me regarding Storm Water Permitting and the outside storage of undemanufactured appliances. Mr. Miller returned my call at 8:10 22AUG11, and I advised him that the Storm Water General Permit #1 for the Landfill had expired in January of 2011, and that he couldn’t store undemanufactured appliances outside without a Storm Water General Permit #1, so he could either get that permit or keep the undemanufactured appliances inside the transfer station. Mr. Miller stated that Joe Griffin told him he didn’t need to renew the permit. I said that as far as the landfill goes, he didn’t need to renew the Permit, but as far as keeping undemanufactured appliances outside at the transfer station he did need the Permit. I agreed to explain the issues to Joe Griffin and then Mr. Miller will follow up with him. The landfill is closed and the Storm Water General Permit #1 (20457-22027) expired last January. They have since gotten a General Permit #3 for some grading at the landfill. They are keeping undemanufactured appliances outside at the transfer station and I advised Mr. Miller they needed a General Permit #1 for this. Mr. Miller will be contacting you regarding this matter, because he would like to get a broad permit which covers both the transfer station and any future grading work at the landfill. He was wondering if he could convert his General Permit #3 to a #1 to be more efficient. I advised Mr. Miller that Field Office #2 will allow the appliances to remain outside for some reasonable period of time until this matter is resolved. Regards, David DAVID MILLER
