8/4/2011	Cindy called to discuss an upcoming opening of a new cell. She wondered if they could save C&D waste for placement in the new cell so the liner gets covered soon. I told her we discourage C&D waste as the first layer, but since the landfill gets mostly C&D waste, this may be necessary. I told her they would need to place it and compact it in an approved fill area. They will need to at least place soil around the lower edge to confine it. I told her we would not allow large pieces to be placed in the first lift of the new site.	BILL GROSS
