6/30/2011 I received a telephone call from Tim Schwindt with NCRA out of McPherson, Kansas. Through a 6" pipeline, they transport gasoline and diesel to the AST Bulk Storage Facility located near the intersection of I-29 and I-80 in Council Bluffs. This facility is used to fill transport trucks. It consists of approximately 15 to 20 ASTs. The ASTs have external floating roof tanks. It is essentially a floating cover. These roofs accumulate rain water and are typically pumped to an oil/water separator. They have a NPDES permit for the discharge. However, due to the pending floods, the oil/water separator has been taken out of service. Therefore, they propose to pump the liquid into trucks and haul it to their facility in McPherson, Kansas which has a plant capable of treating the liquid. Allegedly, the Kansas DNR has approved. Mr. Schwindt also discussed it with Sandy Redding (DNR Contaminated Sites?). I went ahead and granted approval for this process. As far as flood preparation is concerned, they are maintaining high liquid levels in all of the ASTs. They have installed booms around the ASTs should the floods cause a release of petroleum. I provided Mr. Schwindt with our 24 hour emergency telephone number as well. KEITH WILKEN
